The art of the meaningless political gesture - a Scottish example

Politicians like to be seen to be doing things. When there is a popular outcry that something must be done then whatever the rights and wrongs the politicians will act. It all reminds me of Jim Hacker as Prime Minister sending in the military to rescue a child's dog from a military range.
